Human Resources Director/Manager - TX
Position Summary
The Human Resources Director/Manager at White Rock Medical Center plays a strategic and operational role in managing all HR functions in a hospital setting. This leader is responsible for recruiting, employee relations, compliance, staffing oversight, performance management, and employee engagement. The HR Director/Manager works closely with clinical and operational leaders to ensure proper staffing levels, manage overtime, and maintain compliance with federal, state, and healthcare-specific regulatory requirements. The role is critical in fostering a compliant, consistent, and high-performance workforce culture that aligns with the hospital's mission and values.
Essential Duties and Responsibilities
- Leadership & Strategy
- Act as a key member of the hospital leadership team, providing HR guidance that supports strategic and operational goals.
- Collaborate with executive and department leaders to identify workforce trends, succession plans, and leadership development needs.
- Lead special projects related to organizational development, culture, and change management.
- Recruitment, Onboarding & Retention
- Oversee end-to-end recruitment for all hospital departments, ensuring timely hiring to support patient care and operations.
- Partner with department managers to forecast staffing needs and proactively address vacancies.
- Ensure consistent onboarding processes that meet hospital standards and regulatory requirements.
- Regulatory Compliance & Audits
- Ensure HR practices comply with all applicable federal, state, and local employment laws, as well as healthcare-specific requirements (e.g., The Joint Commission, CMS, OSHA, CIHQ, EMTALA, HIPAA).
- Prepare and support internal and external audits related to HR, payroll, licensing, credentialing, or staff files.
- Partner with compliance, risk, and legal teams to identify and mitigate workforce-related risks.
- Staffing, Scheduling & Overtime Management
- Work closely with clinical and operations leadership to monitor staffing levels, manage FTE allocations, and ensure shift coverage aligns with patient volume and acuity.
- Track and review overtime trends across departments; implement controls to ensure overtime is medically necessary and financially responsible.
- Support workforce planning and scheduling strategies to reduce burnout and improve coverage efficiency.
- Employee Relations & Culture
- Serve as the point of contact for employee concerns, investigations, and conflict resolution.
- Maintain a consistent, fair, and timely approach to corrective actions and progressive discipline.
- Lead employee engagement initiatives and promote a culture of professionalism, accountability, and respect.
- Performance Management & Training
- Administer the annual performance evaluation process and support department heads in coaching and development.
- Develop or coordinate mandatory and optional training programs related to HR compliance, workplace behavior, customer service, and leadership.
- Support competency tracking and education compliance in partnership with clinical education staff.
- Compensation, Benefits & Leave Administration
- Manage compensation programs, wage reviews, and incentive structures in alignment with market data and internal equity.
- Oversee benefits administration, including open enrollment and employee communications.
- Manage FMLA, ADA, workers' comp, and leave of absence tracking with proper documentation and communication.
- HR Operations & Systems
- Maintain HRIS systems, ensuring accurate employee data and efficient HR workflows (e.g., onboarding, offboarding, licensing alerts).
- Prepare regular HR reports and analytics to inform leadership decision-making.
- Ensure secure handling of personnel records and confidentiality in accordance with HIPAA and state law.
Knowledge, Skills, and Abilities
- Strong working knowledge of employment law and hospital regulatory frameworks
- Excellent interpersonal, conflict resolution, and organizational skills
- Ability to analyze data and trends to improve staffing, retention, and compliance
- Proficient in HRIS systems and Microsoft Office Suite
Education & Experience
- Bachelor's degree in Human Resources, Healthcare Administration, or related field required.
- Master's degree and/or HR certification (SHRM-CP/SCP, PHR/SPHR) - Preferred.
- HR Manager: 5+ years of progressive HR experience with at least 2 years in healthcare.
- HR Director: 7–10 years of HR experience with 3+ years in a healthcare or hospital leadership role.
